So as a last ditch effort before trying the manual adb transfer I cleared my android wear app cache, and data and uninstalled the app, rebooted my phone, did a full reset on my watch. Re-paired, re installed android wear, got it all set up, went to system update and it downloaded the update right away. Its a hassle but its the only thing I've tried today that worked.
